This article discusses the problem of developing personal competence of the top management in the pre-school educational institution; examines approaches to leadership certification both in Russia and abroad, is based on the idea that the attestation of managers in the MOE must become a management technology, aimed atachieving the goals and implementation of the strategy of the municipality, increasing the effectiveness of municipal organizations.
