Modern problems and ways of improving the institute of administrative responsibility for violation of the rules of improvement of the territory of settlements of the Russian Federation

This article discusses the current problems of bringing to administrative responsibility for violation of the rules of improvement of the territory of settlements of the Russian Federation. Taking into account the fact that landscaping as a separate branch of legislation is currently not formed in our country, state and municipal authorities pay great attention to the development and adoption of rules for landscaping. At the same time, there is a practice of systematic intersection of the compositions of administrative offenses contained in regional laws with federal norms, and there are also cases of the presence of blank (reference) articles in these laws. All this in total creates a lot of problems in the regions when bringing to administrative responsibility for these types of offenses.
