Modern problems of implementation of social obligations by the state and the ways to solution them

The authors consider the constitutional provision that the Russian Federation is a social state, whose policy is aimed at creating conditions that ensure a decent life and free development of a person. The researchers analyze the current problems of the state fulfilling its social obligations to the population, suggest possible practical options for their solution, among which the leading role is played by the “motivation” of all business areas for extrabudgetary subsidies and donations in the interests of the social security system of the population.
