Modern management theories in public utilities

Today, there are systemic problems in the public utilities sector, including a low level of managerial competence, which leads to a decrease in the quality of public services and, as a result, the quality of life of the population. At the same time, in modern scientific theory, there are many management approaches that are used in various industries and are aimed at improving the efficiency of organizations. This article examines modern scientific management theories and their implementation in the public sector, as well as existing barriers to their full implementation. Based on the results of the analysis, it is concluded that it is necessary to adapt modern management theories to the specifics of public utilities through the phased implementation of changes taking into account real resource capabilities and a combination of elements of various management theories with an emphasis on digital services and platforms.
