Creation of a market for financing small forms of public-private partnerships

This article examines small-scale public-private partnerships and identifies alternative forms of financing them. The chronology of the development of forms and instruments of state participation in international and domestic practice is examined. The dynamics and forecast of total investment volumes under existing PPP agreements in all sectors were analyzed, and conclusions were drawn about significant growth in the PPP market, despite external and internal negative factors. A study of the PPP market in priority areas was conducted, and measures were proposed to improve the conditions for financing and supporting small-scale PPP projects.
