Specific features of the economic policy of the Russian Federation in the context of global risks

The article analyzes the nature, features and consequences for the national economy of the coronavirus pandemic and the total restrictions and quarantine measures associated with it. The purpose of the article is to present the positions of the national economy of the Russian Federation in the implementation of state economic policy in the context of global shifts and new major challenges associated with the COVID - 19 pandemic. It is proved that the most important circumstances that determined the development of the economy of the Russian Federation and the features of its macroeconomic policy in 2020 were: the introduction of quarantine and the associated decline in the global economy; a significant collapse in oil prices due to a decrease in business activity; restrictive measures to overcome the COVID-19 pandemic. It is proved that the transformation of economic relations in the process of the ongoing pandemic, which is based on digital technologies that cause a rapid multiple growth of data flows, indicates the formation of a fundamentally new economy and economic policy, when relations about the production, processing, storage, transmission and use of a huge array of digital data for economic analysis dominate, when any subject of the national economic system concentrates not on the appropriation of production factors, and on the data about them and the possibility of using them in everyday activities. The results of the study can serve as a basis for the development of strategic plans for the modernization of social policy and the financial system of the Russian Federation.
