The article reveals the peculiarities of a deputy’s mentality during parliamentary performance. The author focuses on psychological techniques used in development of legal norms and passing the bills such as method of arrangement of deputy’s speech psychologically determined, organization of parliamentary mentality, situational reconstruction referring to the bill under debating, overcoming intellectual barriers, self-control, group parliamentary mentality etc.
