This study deals with informal practices applied by executive and administrative bodies of local government. Such practices are defined as the decisions and activities of the participants when the latter ignore institutional social rules and implement their value targets based on conventions by means of interpersonal communication and trust relationship. The reasons for their implementation by municipal officials are revealed as well. The authors prove that informal practices are the integrated element of the municipal subculture. This research relies on the analysis of rationality by M. Weber who considered the substantive and formal rationality as the different ways of self-organization and managerial practices in the industrial society. The study uses the following techniques: analysis, synthesis, objectivity standards, scientific method. The findings will be useful for experts in the sociology of management and municipal management. The evidence from this research suggests the ways to minimize the negative impact of informal practices on municipalities and use their formative capacity effectively.
