In this paper the indicator of ecological technocapacity of transboundary territories of the Selenga basin is determined. This indicator is compared with the anthropogenic pressure of the same territories. The territories are determined, where the level of allowable pressure is exceeded as the main destabilizing factor for environment. The paper is aimed at determination of the investment priorities in environmental policy.
