The comparative analysis of science funding and compensation of scientists in Russia, Belarus and other countries

Object of research is science funding and compensation of scientists in Russia, Belarus and other countries. The conclusion that the ratio of the public and private expenditures on science can vary is drawn. However for ensuring national security the general expenses on research and development (R & D) as a percentage of Gross domestic product (GDP) have to make about 2,5–3,0 % of GDP. Expenses on science and level of compensation of scientists in Russia, Belarus and other countries of Eurasian Economic Union (EAEU) are significantly lower, than in the USA and European Union countries. It conducts to outflow of scientists from science (external and internal migration). It is recommended to increase costs of R & D in Russia and Belarus to 2,5 % of GDP, including at the expense of increase in private expenses. It is emphasized that before will work incentives to attraction of private expenses on science, the state also expediently considerably to increase expenses on R & D.
