Comparative analysis of state social policy towards people with disabilities in Russia and the Republic of Azerbaijan

The article examines the current measures of social policy towards people with disabilities in Russia and the Republic of Azerbaijan, analyzing the current legislation and practices of its implementation in these countries. Disability is interpreted from the perspective of sociological paradigms. The study presents the results of an expert survey conducted in both countries, revealing the satisfaction with social assistance measures for people with disabilities and problems in the fields of education, employment, infrastructure, public transportation, and leisure. The research results showed the need for further efforts to improve the quality of services provided and ensure people with disabilities with social guarantees, benefits, and other measures of state support. The study aimed to uncover the impact of gender stereotypes on the social mobility of people with disabilities, finding that these patterns have a significant influence on both women and men in this group.
