Comparative Analysis of Youth Alcoholization in Russia and Northern European Countries

The author conducts an in-depth comparative analysis of the phenomenon of excessive alcoholism in the Russian Federation and the Nordic states (including Finland, Sweden, Norway), where historically there are similar patterns of consumption of strong alcoholic beverages with a predominance of episodic heavy drinking. Emphasis is placed on effective regulatory mechanisms, such as state monopolies in the retail trade of alcohol, high excise duties and access restrictions, which have proven effective in reducing the overall consumption and associated social costs in Scandinavian societies. The author critically examines the potential threats and barriers that arise when trying to adapt these approaches to the Russian context, including the risks of growing illegal market, corrupt practices and cultural resistance. In the final part of the article, justified proposals for comprehensive reform of alcohol policy in Russia are formulated, aimed at gradually reducing harmful consumption and improving public health.
