Comparative analysis of the cost of transport work in the public transport system of the Chelyabinsk agglomeration

As part of the transport reform being carried out in the Chelyabinsk agglomeration, the authority for municipal transportation in Chelyabinsk was transferred from the Transport Department of the Chelyabinsk City Administration to the Ministry of Road Management and Transport of the Chelyabinsk Region. Since 2022, the Ministry has been conducting electronic auctions for routes of various types of transport within the framework of 44-FZ with a calculated initial maximum contract price (IMCP). In the process of auctions, market prices for transport work are formed and expressed in the cost of one kilometer. The topic of this work is the analysis of the cost of transport work of various types of public transport in the Chelyabinsk agglomeration and budget support of costs in order to increase the efficiency of its work. The recommendations of the Ministry of Transport of Russia were used as a methodology for determining the IMCP. This paper determines the average cost of transport work for the largest carriers, and compares the full and reduced size of the IMCP. The obtained results can be used in planning the operation of public transport in the Chelyabinsk agglomeration. For the efficient operation of public transport, it is necessary to maintain a balance between the interests of carriers and the authorized body based on the calculation of the optimal cost of transport work.
