The article discusses the content of the pedagogical category “competence” based on the requirements of the Federal State Educational Standard. The main purpose is to analyze the legitimacy of representation of educational outcomes as universal educational actions contained in the standard. The logical analysis of the list of universal educational actions required for students to participate in system-activity-training showed that a simple “list” of such actions is not sufficient for comprehending as there are numerous contradictions and various positions of authoritative scientific schools in the system-activity approach itself. The main result of the article is a number of author’s proposals on modeling education results.
