Formation of state-public management of education systems as a necessary condition for strategic development

In this article questions of the formation of state-public managing the education (SPME) are considered, need of public attraction in management for determination and realization of strategic changes in educational systems is motivated. The author asserts that public participation can be not limited by some transformations financing. A part of management authorities should be handed over to public. The SPME formation must pass necessary stages of development. Roles of potential partners in management, the necessary conditions for evolutional development, the practical conclusions of the experimental work are described in the article.
