Formation and basic directions of improvement of departmental rulemaking in modern Russia

In the article, on the basis of theoretical and legal aspect of the regulatory consolidation of theactivities of the internal affairs bodies of the Russian Federation, an analysis of the formation and development of departmental regulatory support of the activities of the Ministry of Internal Affairs is made. By itself, departmental rulemaking is very specific, in view of its detailed regulation of public relations in a specific field of activity. Since the end of the 20th century, attempts have been made to streamline departmental rulemaking by improving current regulations issued by the legislative subject of the Russian Ministry of Internal Affairs. Even now, the regulatory framework of the internal affairs bodies (hereinafter referred to as the ATS) is very extensive and contradictory in its own way, specific problems of systematization of departmental acts are traced, their relevance today as a regulator of public relations. The current system of regulatory legal acts of the Internal Affairs Directorate, when the established practice is being analyzed, nevertheless bears a non-optimal character, and as a result there is a need to regulate this problem through departmental rulemaking «reform».
