Emergence and development of regulative provisions on the constitutional liability of legislative authorities of Russia’s constituent entities

The article analyzes the historical and legal aspects of the constitutional and legal liability of legislative authorities of Russia’s constituent entities, touches upon the prerequisites for the emergence of constitutional remedies of regional parliaments, their consolidation in federal legislation and transformations taking into account the changes in the course of state development. We have analyzed modern types of constitutional liability of legislative authorities of the constituent entities of Russia, given their gradation depending on the subjects authorized to impose appropriate sanctions. The role of the President of the Russian Federation and the highest officials of Russia’s constituent entities in the application of constitutional and legal liability of regional legislative authorities is mentioned. Besides, we have considered the legal views of the Constitutional Court of the Russian Federation in relation to the constitutionally responsible behavior of legislative authorities of Russia’s constituent entities, as well as the foreign experience of applying constitutional remedies of regional parliaments in other democratic countries of the world (Germany, India, etc.). In general, the article attempted to analyze the evolution of the constitutional liabilily of regional parliaments over more than thirty years of Russian statehood.
