Formation of the Modern Model of Local Self-Government in the Russian Federation at the End of the XX Century (Based on Materials from the Samara Region)

In the 1990s, the local self-government system in the Russian Federation experienced a difficult period of transformation of the economic, social, political, organizational, and legal foundations that existed in the RSFSR until the end of the 1980s. The author examined the organizational and legislative reforms of local self-government based on materials from the Samara region, focusing primarily on 1993-1996. The research methodology is based on systemic-genetic, descriptive, and dialectical methods. The author analyzed the legislative foundations of urban, rural and district local self-government, which he ranked into three groups: federal, regional and local. The main conclusion of the work is that in the period 1993-1996 in the Samara region there was an opportunity to create an independent system of local self-government, which in practice was not fully implemented.
