Formation of inside innovation policy of higher education in response to crisis of educational system of Russian Federation

One of the condition of innovative development of higher education in the regions of the Russian Federation is the existence of a system of regional policy in the field of education, science and innovational activities, defining objects, the trajectory of development of these areas, the resources required to achieve the objects and mechanisms of control. The development of inter-university interaction in the regions can be initiated and supported by the authorities.
