The status characteristics of people's deputies in the Soviet state of the final period of "stagnation" (late 1970s) are analyzed. The chronological framework is determined by the fact that in 1977 a new Constitution of the USSR was adopted, which emphasized the wider participation of Soviet citizens in the management of society and the state. Accordingly, the legislative acts regulating the institution of local Soviets in general and the status of people's deputies were updated.
