Discount rate for estimating property in crisis

The author refutes the claim that the discount rate and, accordingly, the capitalization rate used in the evaluation of the property under the income approach, under crisis conditions increased compared with pre-crisis period, shows evidence that in times of crisis to increase the representation of the discount rate is erroneous. According to the author, this index, by contrast, should decline, that does not contradict the general theory of financial risks.
