In the article the concepts "motivation" and "stimulation" are considered, their comparative analysis is carried out, the model of workers’ motivational core formation within the organization by means of concretization of workers’ actions at satisfaction - non satisfaction of motivational needs is specified, the necessity of an effective motivational core formation within the limits of a personnel management system is proved.
