Strategic Goals of State Policy in the Field of Culture and Education: a Comprehensive Assessment of Balance (Using the Example of Krasnodar Krai)

The study was undertaken to develop a methodology for analyzing the integrated target indicators (TI) of programs for the development of culture and education in Krasnodar Krai to assess the balance of management decisions and improve the efficiency of regional policy. The study included regulatory legal acts, theoretical and empirical data. The methodological basis was P. Bourdieu’s institutional and cultural approach, which reveals the interaction of symbolic systems (culture, politics, economics) through social institutions. Additionally, the methods of comparative analysis of programs, typology of development directions, quantitative assessment of the distribution of management resources and identification of imbalances were used. The relevance of the integrated approach to regional policy based on Strategy 2030 and the methodology of the “living” AV Galaxy system is substantiated. Regional programs were studied in terms of structure and key characteristics, and their comparative analysis was carried out. More than one hundred integrated indicators reflecting industry and interdepartmental priorities were systematized. Quantitative and qualitative methods for assessing and interpreting the level of balance of the strategic and tactical goals of regional policy were applied. A comparative analysis of the programs showed that the Ministry of Education focuses on project activities, while the culture program is more balanced between project and process indicators. It is noted that the share of population involvement and equipment of institutions is higher in the cultural sphere. It was found that in the education sector of the region, the focus is on the quality of services, but a weak connection between funding and the CP of negative dynamics (for example, waiting time for places in kindergartens) revealed the risks of management formalization. The results of the study include the identification of management imbalances: low priority of population satisfaction, underestimation of staffing and expansion of services, as well as a disproportion between tactical (coverage) and strategic (satisfaction) goals. The scientific novelty of the work lies in the adaptation of Bourdieu’s theory to regional programs, which allows us to reveal the mechanisms of interaction between culture, education and the economy through social institutions. Practical recommendations consist of strengthening interdepartmental interaction through integrated CPs, introducing feedback mechanisms (population surveys), optimizing funding (a combination of process and project approaches) and increasing data transparency.
