Strategic Guidelines for Modernizing Social Policy in Arctic Municipalities (Case Study of the Olenyokskiy Evenkiyskiy National District of the Republic of Sakha (Yakutia))

The article substantiates the necessity of revising the paradigm of social policy in Arctic regions, using the Olenyoksky Evenki National Municipal District as a case study. The relevance of the study is determined by the growing contradictions between unified approaches of state regulation and unique living conditions in high latitudes. The aim of the work is to develop the architecture of a conceptual model for adaptive social policy that integrates the objectives of spatial development, economic diversification, and the preservation of the cultural code of indigenous ethnic groups. The methodology is based on the application of situational analysis tools, statistical monitoring, and strategic forecasting. The empirical basis was made up of official statistics, field research results and territorial planning regulations. A conclusion was formulated on the advisability of switching from a compensatory to a proactive social policy that provides conditions for the sustainable development of circumpolar territories.
