Strategic priorities of Siberian agribusiness economy development

Based on a monographic study of the work of Russian agricultural scientists, analysis of the macroeconomic situation, the state of the consumer food market, technical and technological support of agricultural production and food industry, the export potential of the regions of the Siberian Federal District and the state of interstate relations in the agro-food market of the Customs Union and the Eurasian Economic Union, the institutional environment of agricultural production, including the use of agricultural land and the development of sectors of the economy of agriculture, the analysis of the development of rural areas - employment of the population and its provision with social infrastructure facilities, the following priority directions of the development of the economy of the agribusiness sector in Siberia: adaptation of agrarian production to promising trends in the development of effective consumer demand, overcoming the technical and technological backwardness of the agroindustrial complex’s industries due to the development of machine building for the food and light industry and machinery for agricultural micro-business, transformation of the institutional foundations of the conduct of agro-industrial production - organizational and legal forms of management and ownership (land and revenues), adaptation of the economy and management of the agro-industrial complex at the regional level and the level of an individual enterprise to the system of public administration, based on project planning and financing, enhancing the use of resources of interstate cooperation in the common agro-food market of the Customs Union and EurAsEC, a decrease in the level of differences between the quality of life in cities and rural areas, the forms and methods of work to achieve them. The measures of business support at the federal, district, and regional levels necessary to implement these measures are shown. Particular attention is paid to interregional cooperation, the formation of territorial clusters and the export orientation of production.
