Strategic planning of provision of juvenile criminological security

Introduction. The problem of securing human rights and freedoms is always of the increased concern including the issues of juvenile criminological security. The aim of the research is to specify the primary approaches to strategic planning of provision of child criminological security. Materials and Methods. Legislation of the Russian Federation, scientific and methodical publications were analyzed, analytical reviews, methodical guidelines and reference materials on the subject-matter were studied. The methodological basis involved approaches suggested by L. V. Prozumentov, E. A. Bryleva, E. A. Suslova, O. V. Nardina. To collect empirical material one hundred and ninety-eight students of educational organizations of general education were interviewed. Results and discussion. The author conducted a typological analysis of documents of strategic planning in the Russian Federation providing for security of citizens from different kinds of threats and detailed their characteristics. The focus is made on the solution of the problems of regeneration and state support of family, creation of conditions for effective protection of child and youth rights and legal interests. Conclusions. Although the state has recently paid an increasing attention to prevention of juvenile delinquency in a number of the subjects of the Russian Federation there is a specific weight of crimes committed by juveniles or with their participation. Criminological analysis of the factor of criminal infliction of juveniles shows that the safest and least problem-free regions of the Russian Federation have eleven times’ gap between them. To create an effective system for protection of child rights and interests it is reasonable to develop a Conception concerning both general and specific problems in this area and determining an efficient control by the state authorities.
