The importance of this research is driven by a need for small and medium- sized enterprises (SMEs) to adapt to the challenges of digital economic transformation, which is key to ensuring their competitiveness and sustainable development. The article is aimed at developing a theoretical and methodological framework for strategic management of SME development taking into account regional specifics and digitalization factors. The research methodology includes general scientific methods (analysis, synthesis, systematization), as well as systems and project-based approaches to strategic management. The study clarifies the essence of the categories "digital transformation" and "strategic management" as they apply to SME development. We have identified three sets of determinants driving the transformation of the strategic management system (technological transformation, improvement of development institutions, and evolution of management systems). An analysis of the digital activity of SMEs in the Republic of Buryatia has revealed positive trends in the overall use of digital technologies, while the adoption of IoT solutions is declining. We come to the conclusion about the need to take into account regional specifics and digital transformation factors when vorking out SME development strategies, which will contribute to the formation of a competitive national economy.
