Strategy of kite geopolitics: total control over the territory as a tool of a sustainable development provision

The challenges of time are shown, such as transformation of articles of the Constitution of the Russian Federation, biosphere destruction, arising of new dangerous biosphere transformative factors of impact, exhausting character of nature use, absence of control and norms, Project of a new Federal law “On the development of Siberia and Far East”, that doesn’t guarantee sustainable development of these territories. The strategy of geopolitics of a kite is proposed and substantiated that concludes in organizing of a total control over territory as a strategic resource of the state, in which a geoecological standard of the territory should be adopted as a norm or standard and for declining from it the restoration of the territory should be done at the expense of the offender.
