Structural and Technological Mesodynamics (Examplified by Economy of Udmurt Republic)

In the context of a slowdown in the growth of the regional economy, tougher technological competition, and sanctions pressure, the issue of technological transformation of the regional economy is becoming urgent. Understanding the technological profile of the region contributes to the development and implementation of effective regional economic policy. The purpose of the study is to analyze the structural and technological dynamics for the period from 2007 to 2023 and to assess the impact of the technological factor on labor productivity. The article uses an industry- specific approach to identify the level of technological effectiveness of the regional economy, i.e., grouping industries according to their technological intensity. Quantitative assessment of structural changes is carried out using the indicator “mass of structural shift.” To determine the contribution of economic sectors to the labor productivity index, the decomposition method based on industry shares and the labor productivity index was used. As a result of conducted research, an increase in the share of high-tech sectors of the regional economy and a decrease in the share of low-tech industries were identified. A structural shift was observed in 2016, 2020, and 2023. The Udmurt Republic specializes in high- and medium-high-tech industries and knowledge-intensive services. The regions of the Russian Federation closest in terms of technological structure are Yaroslavl Region, Ulyanovsk Region, and Vladimir Region. The largest contribution to the growth of the labor productivity index was made by high-tech sectors of the regional economy. Mid-range, high-tech sectors slowed productivity growth. The medium- and low-tech sectors held back productivity growth over the past two years, mainly due to problems in the extractive industry. The results obtained can be used to create a strategy for the development of the regional economy. An important area of future research is the analysis and comparison of technological structures of all regions of the Russian Federation. Authors’ contribution. V.V.
