Subjective assessment of state support measures by the population of the Arctic zone of the Republic of Sakha (Yakutia)

The territory of the Arctic zone of the Republic of Sakha (Yakutia) is characterized by the most difficult natural and climatic conditions for living and solving the problems of preservation of indigenous people of the North. The main problems of socio-economic development of the Arctic zone of the republic include limited transport accessibility, low level of social infrastructure, low income, etc. Therefore, the issues of state support for the population, including indigenous people of the North, are relevant. The study showed that against the background of improvements in the legal framework for state support measures for indigenous people of the Arctic of Russia, the population gives an unsatisfactory assessment of the support, the number of social benefits, as well as the criteria established for receiving social assistance for low-income citizens. The low level of contentedness may be due to the poor notification to the general public about the supporting measures, criteria and mechanisms for obtaining it. This circumstance is explained by low density of residence, insufficient level of development of transport infrastructure, as well as the scattering of measures of State support under statutory and regulatory enactments, which complicates understanding of the system of social support measures taken by the State.
