Subjects and objects of evaluation of the effectiveness of public authorities

An important conceptual component of the system of legal regulation of public relations are their direct participants and objects of legal influence. The characterization of the structure of a legal institution is incomplete if the objectives of the study do not include consideration of its subject and object composition. The specifics of the subject composition of various branches of law and legal institutions depend on the nature of regulated social relations in a certain area of human activity. The article notes that the institute for evaluating the effectiveness of public authorities is a new developing legal element in the system of public branches of the Russian law. The key role in society relations in the field of evaluating the effectiveness of the state is played by the public authorities themselves, who act as active subjects of the evaluation process, i.e. conducting an assessment, and the subjects in respect of which the effectiveness of their activities is evaluated. At the same time, it is noted that a comprehensive system for evaluating the effectiveness of state institutions at all levels of public authorities in the Russian Federation has not developed. In the course of the study, some features of the legal institution under consideration were identified, which influenced the specifics of its subject and object compositions. The author comes to the conclusion that the institute for evaluating the effectiveness of public authority has a specific subject and object composition, which emphasizes its isolation in the system of branches of the Russian law.
