The essence of the procedural independence of an investigator

The article considers the problem of determining the essence and value of procedural independence of an investigator. It is concluded that the procedural independence of the investigator should be ensured with a set of regulations establishing investigator’s procedural independence and powers, the prospect of voting his conscience when evaluating evidences, the legality and validity of decisions taken, and so on.
