New challenges in the socio-economic development of the country determine the need and possibility of more effective management of the higher education system. The place and role of project activities as a tool for achieving the goals and objectives of the university is multifaceted and requires study for subsequent intensification of use. A separate facet is the influence of project activities of a structural unit of a university on territorial development. Project activities of universities and their structural units, implemented in different forms and management systems, bringing different results, require consistency and a certain order (technology) of actions and management. One of the forms of managing project activities of a structural unit of a university directing its efforts to territorial development is the formation of a project portfolio. The review of research and literature provided in the article showed that the level of research into technological operations aimed at balancing projects is insufficient for making comprehensive management decisions in terms of project management of a structural unit of a university. The article presents the results of a study on building a technology for forming and managing a project portfolio of a structural unit of a university, offers a number of methodological recommendations and documentation for managing a project portfolio. The typology of portfolios included in the portfolio of projects as a tool for balancing the portfolio of projects is presented. In the presented technology, the leading strategic role is assigned to the Council for the Development of the Educational and Scientific Cluster. The results of the study can be a scientific and practical basis for universities and their structural divisions to build their own system for the formation and management of project activities as a tool for achieving goals and development.
