Technologies of distributed expert activity in the system of state strategic management

The article provides a comparative analysis of potential opportunities of the Crowdsourcing and Situation Centers (SC) for the formation of the request of public authorities on external information and knowledge about social reality, their features in organization of distributed expert activity under the solving of challenges of society development. Indeed, the Crowdsourcing and the SC system are accumulated labour, economical, information, material-technical resources; they are forming specific mechanism of interaction of different profile specialists for each technology and the dominant order and the maintenance of the basic procedures for solving management challenges. The Crowdsourcing has strong organizational capacities to maintain responsively power-managerial vertical, but it fails to obtain objective information and knowledge about social reality which are necessary to develop measures of controlled intervention in the natural vital processes of society. As automated information system of support of management solving the Situation Centers are directly designed to provide the collective actions of a group of persons on the solving of management challenges in the time-scale, which are inherent to the collegiums in the public authorities and local self-government, and they are most suited to the functions of obtainment of objective information and accumulation of knowledge about social reality. By the article author the prevalence of the Crowdsourcing Projects is defined as an abnormal fact in contemporary management practice. It is concluded that it is caused by existing gap in the following knowledge tools: a) Between worldview and theoretical model about social reality and methods of information obtainment and knowledge about it; b) Between applied technology of organization of expert activity and substantiation of role and place of scientific, expert community in the system of strategic management.
