Trends in the development of intelligent logistics transport systems on the federal roads of Russia

This article examines the development trends of intelligent logistics transport systems. The necessity of development of modern intelligent logistics systems and technologies for the purpose of successful formation of a uniform transport-and-logistics information space of the Russian Federation for integration into the international transport-and-logistics space is substantiated. The GOSTs and international standards in the field of creation of intelligent logistics transport systems accepted in the territory of the Russian Federation are covered. The absence of mechanisms of formation of intelligent logistics transportation systems on the Russian federal highways is demonstrated. The analysis of modern information technologies presently used on federal highways of the Russian Federation is performed. The review of development of intelligent logistics systems at the international and domestic markets of transport-logistical services over the period till 2022 is carried out. The index of the logistics attractiveness of Russia reflecting the level of development of logistics is given. The existing toll sections of the federal roads of the Russian Federation and the prospects for the new ones are described. The foreign experience of using toll roads in the countries of the European Union is studied. The ways of solving the problems of traffic congestion on toll sections of the federal highways in Russia are considered, as well as recommendations on reducing the related environmental problems are given. The experience of using the “PLATON” system is studied. The efficiency of using the information portal "Safe Roads" in the Russian Federation is considered. The directions of the development of information technologies and intelligent logistics transport systems are shown in the framework of the formation of a single transport-and-logistics information space of the Russian Federation. The conclusion is made about the need to actively develop intelligent logistical transport systems and increase the level of informatization on federal highways in order to achieve the possibility of integrating the domestic transport-and-logistics market into the international transport-and-logistics space.
