Here are considered the state and development of the housing sector, which has a low level and does not meet the level requirements; assigned tasks are carried out not in full, that has a strong influence on the decline of the life quality. Here are considered the problems of the housing sector development in the Russian Federation and the formation of the secondary real estate market, its distinctive features, the supply elasticity, the changes on this stage of development. The article deals with the functional nature of the demand of secondary real estate market, consumer choice, consumer properties, the supply elasticity on the secondary market, trade boundaries of the secondary housing market, the distinctive features and characteristics associated with additional costs, the level of transactional costs, age of potential buyers, interest in the new secondary housing, in business class objects, the stagnation of growth in prices on the elite segment of real estate, reduction of the number of customers with direct money.
