Growth trends in industrial production of state industrial parks of the Northwestern federal district under sanctions and restrictions

The article discusses issues of industrial development of the regions of the Northwestern Federal District, in which state industrial parks operate. The dynamics of regional industrial production volumes, including those in parks, are studied under conditions of tightening sanctions and restrictions. The article provides the statistical data on the functioning of state industrial parks in the Northwestern Federal District and their role in the development of industry in the regions. It is shown that, despite the small share of industrial parks in the volumes of industrial production in the regions, there are trends of its stable annual increase. The growth rate of products produced by park residents significantly exceeds the growth rate of industrial production in the region. The consequence of sanctions from Western countries was a slowdown in production in the regions as a whole, but industrial parks showed their best side. The study made it possible to identify three main models of the functioning and development of state industrial parks in the Northwestern Federal District. It has been determined that currently most parks are developing according to a service model, which involves chaotic filling of the park with residents without reference to industry specialization. However, the most promising from the point of view of achieving growth in industrial production are cooperative and sectoral models. A conclusion is drawn about the high role of state industrial parks, as platforms for the creation of cooperative chains and the development of industrial cooperation and clustering, in the formation of sustainable industrial growth of regions.
