Trends in the establishment and functioning of municipal public protection bodies (on the example of the Republic of Tatarstan)

Introduction: the author formulates the idea of expediency of developing mechanisms for joint activities of federal and municipal bodies of public order protection, analyzes the current practice and results of the experiment of the 90s on the creation of municipal police, identifies contradictions in the work of municipal employees to protect public order and ensure public safety. Materials and Methods: during the work on the article the author used comparative legal, statistical, and logical research methods with partial usage of the functional analysis method and the system approach method. Results: the analysis of the formation and functioning of municipal public order protection bodies is carried out, the legal basis of the municipal police activity is presented, statistical data on the performance of municipal employees in the field of law enforcement are proposed, and modern problems of interaction between Federal and municipal law enforcement structures are identified. Discussion and Conclusions: the author substantiates the need for a comprehensive approach to the issue of the powers and responsibilities of municipal bodies of public order protection. It is proposed to use the Republic of Tatarstan as a platform for developing optimal forms of activity of municipal police and public organizations of law enforcement orientation.
