Shadow economy in the construction sector: analysis and countermeasure

The article reviews one of the problems of Russia’s economic development related to the increased volume of the shadow economy in the construction industry, where companies in the construction sector accounted for 32% of such operations in the first half of 2019. It is revealed that the construction sector is considered the most shadowy sphere of the economy. The author identifies the causes and factors that lead to an increase in the degree of shadow operations in the construction industry. The main directions of counteraction to the shadow economy are defined, including: improvement of legislation in the sphere of regulation of financial and economic activities of construction entities, increase in financing from the Federal budget of state and municipal purchases for construction.
