Theoretical Aspects of the Financial Potential of the Territory in Ensuring Na-tional Security and Technological Sovereignty

In the context of the turbulence of political and economic events, special attention is paid to the transition from globalization to regionalization, in which the external resources of territorial development are replaced by internal ones. As a result of the transition, issues of national security and technological sovereignty are becoming more relevant. In this regard, the country's financial system and its ability to neutralize existing threats play an important role. In accordance with the above, the aim of the work is to identify the theoretical aspects of financial potential in the context of strengthening technological sovereignty and ensuring Russia's national security. The article examines the theoretical aspects of the concept of "financial potential of a territory", including the gradual transition from a purely resource-based understanding of it in the Soviet years to a more complex one, focusing on the ability of the subject to transform resources and conditions at the present time. Based on the analysis of modern literary sources, we have revealed that, despite the above transition, some authors define the financial potential of the territory only as a set of resources; and therefore, we identified two generalized approaches – resource and integrated. The contribution of financial potential components to strengthening technological sovereignty and ensuring national security of the state is outlined. We made the conclusion about the importance of financial potential as a tool for ensuring national security and technological sovereignty. The information base of the research was provided by Russian and foreign scientific publications on financial topics. The work will be useful to government officials, members of the scientific community, students and other interested parties.
