The author examines the results of a statistical experiment to determine the factors and trends in the development of customs administration. Defines and justifies an innovative approach to customs administration - service-oriented. Advises the conditions for the implementation and implementation of this innovation. Concludes that the use of this approach creates opportunities for the formation of equal conditions for all participants in foreign economic activity by achieving uniformity of all processes and reducing excess costs, contributes to the achievement of efficiency, legitimacy and efficiency of customs administration.
