Theoretical and methodological justification of the pedagogical conception of shaping professional competence of cadets in the educational environment of higher educational institution of law enforcement agencies is given in the article. General provisions, theoretical and methodological bases are described, the kernel of conception is proved, its content is characterized and criteria (indicators) of assessment of effectiveness of its realization are proved.
