Theoretical and legal analysis of the formation and development of the contract system in the field of procurement of goods, works, services to meet state and municipal needs in the Russian Federation

The article is devoted to the analysis of such a phenomenon as a contract system in the field of procurement of goods, works and services to meet state and municipal needs. Various interpretations of the concept of public procurement are given. In the course of the work, aspects related to the absence of some normative definitions were highlighted, and in turn it is proposed to introduce certain definitions to annihilate the existing legal conflicts.
