Theory of operational investigative activity, formation, state and development trends: historical aspect

The relevance of this topic is linked to establishing the truth about the origins of operational-investigative science in Russia, starting from the early Soviet period, the formation of operational units, and the legal regulation of operational investigative activities. The author has attempted to «fill in the gaps» and eliminate the «blank spots» in the history of the development of operational investigative science, to prevent the oblivion of scientists and practitioners who have made an enormous and invaluable contribution to the formation of the theory of operational investigative activity. The article mentions for the first time the names of the heads of Operational Departments (currently the Department of Operational Investigative Activities of the Academy of Management of the Ministry of Internal Affairs of Russia) from the very beginning of its creation, who had been forgotten for many years. The conclusion is argued that the operational investigative doctrine does not provide theoretical solutions to the issues under consideration, and not only solutions but also new views on the formation and development of the theory of operational investigative activities are proposed, and the question of the existence of a scientific problem in the field of scientific knowledge under consideration is examined.
