Territorial problems of innovative development of commodity economy

The observed disparities in innovative and economic activity of Russian regions may increase under the orthodox approach to the grounding and implementation of innovative clusters without considering during cluster initiative realization the participation of all or most regions growing educated research and professional personnel willing to develop and use innovations on market principles, supply them to labour and innovation market. The analysis of socio-economic indicators of regions’ development, including the raw ones, reveals that economic and innovative results are humble, development disparity do not decrease. The article argues for reconsideration of federal and local initiatives aimed at the provision of regional integration and the decrease of disparities in region’s development. The authors suggest ways of accelerating efforts for moving to the sustainable growth of territory’s development with the help of innovative inclusive base which during the development and implementation of regional economic policy supposes the necessity of considering other regions’ interests and potential while determining the strategy of efficient development. The authors attempt to elaborate methods for regional initiatives’ inclusive activation in order to improve the pace of economic growth and the decrease of disparity in Russian regions’ innovative development. The article suggests the institutional model for creating conducive conditions in order to provide all regions’ economic growth based on the redistribution of single elements of their potential in primary sector’s innovative development, to establish regional technology transfer exchanges and Federal interface of innovation market.
