Territorial aspect of management

Economic changes in the country in the 90-s caused a decline in vertical relations in the system of administration management. This resulted in the redistribution of competences among different levels of management and an increase in cases of the economic enterprises segregation caused by commercial non-compliance interests of certain legal entities and the territory as a whole. This controversy has objective reasons as today's enterprises cannot work efficiently in the existing system of relations with territorial bodies of the government. This effect first of all is due to their responsibility for the overall social and economic development of the territory.
