Today one of the main problems is food supply the residents with food of its own production. The achievement of high rate of self-sufficiency in basic agricultural products is the main task of agriculture development of the country (decree of the President of the Russian Federation from 06.08.2014). This requires not only the revision of the agrarian policy of the state, but also the revaluation of previously adopted programmes and projects of the agroindustrial complex development. In modern conditions requires not only the analysis of the status and development of agricultural production, but also real measures for domestic agriculture in terms of import. This article addressed the problems and necessary measures for development of horticulture products and improve its competitiveness

The necessity of import substitution in the agricultural sector emerged in Russia with the introduction of the food embargo in August 2014. Escalation of economic sanctions by the EU, USA, Canada, Australia and other countries, which together account for 58% of global GDP, makes to re-evaluate threats and risks for Russia, which produces only 2.8% of world GDP. Sanctions war forced the Russian government to pay attention not only to threats but also on opportunities for growth of the agricultural sector, the prospects of achieving food independence and development of food exports to Russia. In fact, it was due to sanctions limiting the import of food products from Western countries, you receive the possibility of developing a new agri-food policy to ensure food security of the country and an aggressive export strategy [3]. The sanctions imposed by Russia, resulted in considerable restriction of sales to Western European producers.
06.08.2014 G. V. V. Putin signed a decree banning the import into the territory of Russia of certain agricultural products, raw materials and food. Under the embargo were to EU countries, USA, Australia, Canada and Norway. The list includes meat and dairy products, fish, vegetables, fruit, nuts. It can be noted that the horticulture industry has great development prospects. However, high capitalhealth production and low level of development of logistics infrastructure could adversely affect the development of greenhouse sector in the region and the country as a whole.
At the same time it should be noted that the development of vegetable growing of the open ground at the expense of import substitution may be limited: only 10 % of vegetable consumption falls on imports. Despite this, the part of import of vegetable products in Russia comes in the form of processed products — frozen potatoes and vegetables, cabbage, onions, carrots out of season (winter, spring), while domestic producers are simply losing part of its production [1].
Volgograd region is one of the leaders in Russia in production of vegetable crops. Over the last decade due to polutorakratnoe increase the sown area under vegetable crops, increasing their average yield of 300 quintals per hectare achieved a growth of gross yield of vegetables in 6.3 times [4]. At the same time, support to farmers willing to provide "Rosselkhozbank". According to the chief of Department on work with clients of micro-business in Volgograd of the Russian Federation "Rosselhozbank" D. M. Petrenko, the Bank has many tools for implementation of investment projects to support farmers and owners of smallholdings.
In season, the region produces for its own consumption the required amount of vegetables and fruits and out of season is not enough storage capacity and logistics, there are vegetables from the Stavropol and Krasnodar territories, Israel etc.
Vegetable production has a high potential for import substitution, including due to the shorter production cycle compared to other agricultural industries.
For the development of vegetable industry and enhance competitiveness in the context of WTO sanctions U.S. and EU, and early substitution in the first place should:

• to ensure equal conditions for Russian and foreign manufacturers, to include in the production process the latest achievements of science and technology, to increase the volume of rearmament and re-equipment of the fleet, widely disseminate agro-industrial parks, agro-clusters, logisticheskie centers, which would include all the elements of the chain of production, storage, processing of vegetable products;

• with the aim of expanding the range of domestic vegetable production to build in the whole country of 200-250 ha of greenhouse complexes, at the same time to increase the number of greenhouses in the farms of different types for the production of seedlings and provision of vegetables to the population in the first spring;

• to revive the public - private wholesale markets and the consumers who would have bought from farmers and smallholders in agricultural products and thereby, not only increased the production of marketable vegetables, but also formed an adequate market price on them.

• to identify the farms engaged in vegetable production soft loans for fleet replacement, and the purchase of crop protection products, fertilizers, fuel, seeds, equipment, etc.;

• solve the problem with the creation in our country of service and rental centres that help farmers to use appropriate agricultural equipment;

• to immediately use the WTO mechanisms to protect...
