Статья посвящена историографическому анализу трансформации фортификационной политики СССР в 1939-1941 гг. в контексте изменения внешнеполитической обстановки и институциональных решений военно-политического руководства. Рассматривается влияние расширения государственной границы в 1939-1940 гг. на перестройку системы укреплённых районов и корректировку планов прикрытия западных рубежей. На основе опубликованных документов внешней политики СССР, материалов Генерального штаба и приказа НКО СССР 0122 от 20 марта 1941 года показано, что перенос линии обороны на новую границу представлял собой логичную адаптацию к изменившейся геополитической конфигурации, а не исключительно следствие стратегических просчётов. Впервые в рамках единого анализа сопоставляются дипломатические решения 1939-1941 гг. и институциональная централизация оборонительного строительства весной 1941 года. Делается вывод о том, что фортификационная политика развивалась в логике опережающего стратегического замысла при запаздывающих управленческих и материальных возможностях его реализации. Указанное противоречие позволяет по-новому оценить степень готовности западных оборонительных рубежей к июню 1941 года.

Transformation of the Fortification Policy of the USSR in 1939-1941: Historiography of the Issue
The article is devoted to a historiographical analysis of the transformation of the fortification policy of the USSR in 1939-1941 in the context of changes in the foreign policy environment and institutional decisions of the military and political leadership. The influence of the expansion of the state border in 1939-1940 on the restructuring of the system of fortified areas and the adjustment of plans to cover the western borders is considered. Based on published documents of the USSRs foreign policy, materials from the General Staff, and Order number. 0122 of the NCO of the USSR dated March 20, 1941, it is shown that the transfer of the defense line to the new border was a logical adaptation to the changed geopolitical configuration, and not solely the result of strategic miscalculations. For the first time, the diplomatic decisions of 1939-1941 and the institutional centralization of defense construction in the spring of 1941 are compared in a single analysis. It is concluded that the fortification policy developed in the logic of a proactive strategic plan with lagging managerial and material capabilities for its implementation. This contradiction allows us to re-evaluate the degree of readiness of the Western defensive lines by June 1941.
