GR Transformation in the Russian IT Industry (2022–2026)

The article is dedicated to the transformation of Government Relations in the Russian IT industry in 2022–2026. The relevance of the study is associated to the growing role of the state as a regulator, customer, import substitution coordinator, and a source of formal business statuses for IT companies. The aim of the article is to identify the GR institutional role changing in new political and economic circumstances. The research methodology is based on sociological institutionalism, and this includes an expert survey, in-depth interviews, and industry cases analysis. The main results shows that GR is more frequently connected with access-to-information, supporting measures, registry-based regimes, associative channels, and publicity management. The scientific novelty lies in the offering the institutional navigation category for the GR practices analysis. The significance of the study consists in clarifying the mechanisms of IT companies’ adaptation to the changed system of cooperation of business and the state.
