Urban planning powers of local authorities in the context of legal regulation of complex development of territories

The article examines the powers of municipalities in the field of urban planning through the prism of legal regulation of the integrated development of territories. The evolution of approaches to the regulation of these powers is analyzed. The author concludes that the role of municipalities in solving urban planning issues is strengthening in the context of Federal Law No. 494-FZ. Emphasizes that the possibility of redistributing a number of powers to the level of constituent entities of the Russian Federation is not ruled out.
